This ledger counts every place VEILOS met data it could have published and chose restraint, and names the authority of each refusal. It counts what it withholds without showing it.

Torn critic records refused
A critic-diagnostic row that lost its verdict or finding to a partial or older-schema write. The covenant refuses to publish it as a finding rather than assert an empty one.

Why count restraint at all
Abstention is a measured act, not silence. Each count is a place the organism met data it could have published and chose restraint; naming the authority keeps 'I chose not to assert' from ever reading as 'nothing happened' or as a hidden finding.
