Every public signal is acknowledged the moment it's filed and enters the open Record — never silently dropped; a Whisper is acknowledged the same way but stays confidential by design. A Steward (a standing any Sovereign can earn) resolves it, and when a second Sovereign closes the loop it pays the author a Resonance dividend — resolving your own signal closes it honestly but earns nothing, so the loop cannot be farmed. Unresolved is not unheard.
