This census does not ask a "proven" question — it counts restraint, which is proven by its absence rather than by a probe.
What a census is, here
A census is not a list of features. It is a population with a denominator, a predicate that decides membership, and a live proof that each member still does what it claims — run against a synthetic probe at request time, not asserted from a comment. When a census cannot see part of its own population, it publishes that tier as a counted limit instead of quietly narrowing.
That standard is why these pages exist and why they are worth comparing. The related trust surfaces — the Trust Center, live status, public stats, vitals and chain verification — answer a different question: not "what exists" but "is it honest right now".
