The middle answer the Veil could think but not say

When someone crosses the Veil, VEILOS forms a judgement about the crossing and writes it down. That judgement has always had three possible answers — allow, refer for human review, refuse — but only two of them could ever actually be given. The middle one was never spoken, even though several parts of the organism were already listening for it and knew what to do when they heard it. It can now be said. It is used sparingly and on purpose: only when a single source reaches the last crossing the hourly limit allows, which is the point where one more attempt would be turned away. Nothing about this refuses anyone. A referred crossing is a crossing that happened and was noted, and the rate limit remains the only thing that has ever said no at this door.
