Stronger checks for participant data

VEILOS now checks the source of stored data more carefully. The checks distinguish records tied to a request source, such as a rate-limit identifier, from records that describe only the civilization. A hashed identifier still counts as linked data; hashing alone does not make it anonymous. The review now exercises more identity, wallet and billing updates, and compares local findings with the running service after a release. Unknown data remains explicitly unresolved. Participant export and deletion remain unavailable until the remaining collections have been accounted for; these stronger checks do not establish that the review is complete. Earlier release notes retain their original content and order.
