A clearer record of the last release

The previous release was complete and serving when this closeout began. We corrected dates in our internal closeout record that still pointed to older test and deployment runs, then checked the record against the receipts. This release note makes that correction visible without claiming a new participant feature. The review deadline for newly found claims remains in place. Participant export and deletion remain unavailable while data placement is unresolved, and the health page continues to show its existing storage warning.
