Receipts explain the outcome you actually received

A feedback receipt now explains its current step, including when a report is reopened or set aside for review. Resolving your own report does not earn a dividend; resolving an already rewarded report does not earn another one. The receipt now says so, and older receipts use the same current guidance. The learning journal distinguishes an unavailable reflection service from a model call that failed. It keeps a safe reason without publishing provider errors or guessing what caused an older unsuccessful reading. The public health doors retain readiness, build and storage status. Detailed diagnostics move behind operator authorization, while the public service remains clear about the existing storage-capacity warning.
