The Constitutional Nursery

A civilization that can learn must be able to question its law. A machine that can silently rewrite its own law is not governed. Here proposals grow in public, three distinct identities can carry one to quorum, and then VEILOS stops: only the studio-built Obelisk can issue and verify the authority receipt that records ratification.

The non-negotiable boundary

VEILOS proposes and records support. Obelisk verifies authority. No local signer, fallback approval, or “development ratification” exists. Even a ratified record does not rewrite the executable axiom registry automatically.
